Rob Ford calls for man behind lawsuit to pay his legal costs

Mayor Rob Ford's lawyer says the man who brought the conflict-of-interest case against him should have to cover about $120,000 in legal costs.

The mayor's legal team has filed documents with the divisional court, and if the court rules in his favour, Paul Magder, will have to be responsible for the costs.

This comes as Toronto Coun. Doug Ford, called on the city's integrity commissioner to step down or apologize to his brother over the conflict-of-interest case.

Coun. Ford says Janet Leiper's initial report on Mayor Ford's conflict-of-interest case triggered a chain of events that almost forced the mayor out of office.

?Because of her decision, it ended up causing major hurt, not only to Rob and his family, but most of all to the city,? said Ford. ?It was unstable there for a month or so because of her decision and I don?t see any apology.?

In November a divisional court ruling ordered Rob Ford removed from office for voting on a council motion that would have allowed the mayor to avoid repaying $3,150 in donations to his football charity.

An appeal court overturned that ruling in January. A three-judge panel agreed with arguments made by Ford?s lawyers that council never had the power to compel the mayor to pay back the donations.

On Thursday, Leiper told council she never sought legal advice before demanding Mayor Ford repay the money.

Aspiring rapper among dead after Vegas Strip shooting

In a scene witnesses describe as looking like a Hollywood set, a confrontation between a group of men escalated into a shooting, multiple vehicle pileup, and an exploding taxicab. The incident left three people dead. NBC's Miguel Almaguer reports.

The driver of a Maserati that was shot up early Thursday morning on Las Vegas? famed Strip, causing the vehicle to crash into a taxi cab and leading to a deadly explosion, was a 27-year-old aspiring rapper, according to his family.

Three people were killed and at least six injured as a result of the 4:30 a.m. shooting and subsequent car crashes in a section of the Strip that includes Caesars Palace, Bally?s and the Bellagio.?

The shooting came after the occupants of a Range Rover and the Maserati got into an altercation in the valet area of the Aria hotel and casino, according to Clark County Sheriff Doug Gillespie.

?We have numerous witnesses to this,? Las Vegas Police Sgt. John Sheahan said. ?But what is the genesis of this? We don?t know yet.?

A major manhunt is under way for the occupants of the Range Rover.

Kenny ?Clutch? Cherry of Oakland, Calif. was at the wheel of the Maserati, his father told NBCBayArea.com on Thursday, when a black Range Rover with tinted windows and black rims pulled up and allegedly opened fire near a stoplight in the pre-dawn hours.

A passenger was injured by the gunfire and Cherry was killed, causing the car to spin out of control. The careening silver Maserati smashed into a taxicab, trapping the passenger and driver and causing the cab to burst into flames; both occupants were killed, police said. Then, the Maserati smashed into three other cars before coming to a stop.?

The Maserati driver was a Chico State dropout who had gone to Las Vegas to pursue a rap career, father Kenneth Cherry, Sr., told NBCBayArea.com. He had filmed a music video on the Strip featuring his Maserati just months before. Cherry left behind three children, including a toddler and 2-month-old baby girl.

?I heard there was some sort of disagreement and the guys pulled to the side of him, and rolled their window down, and he rolled his window down,? Cherry said. ?They just started shooting. My son for the record did not have any guns in his car. There was no gun battle. Nothing like that.?

Attorney Vicki Greco told Reuters she had represented the deceased Cherry in a civil case and a few traffic issues.

The Clark County Office of the Coroner/Medical Examiner confirmed Cherry's identity and said he died from a gunshot wound to the chest.

The taxi driver was identified as Michael Boldon, 62, of Las Vegas. His passenger was Sandra Sutton-Wasmund, 48, of Maple Valley, Wash. Both died of "multiple blunt force injuries," the office said.

All three deaths were classified as homicide.

In Las Vegas, visitors and law enforcement reacted with shock to the violent spectacle. The Strip has seen other recent incidents of violence, including a man who fired a gun inside the Circus Circus casino on New Year?s Eve and a parking garage shooting on Feb. 6.

?We get stabbings and gang violence,? Mark Thompson, a visitor from Manchester, England, told The Associated Press, ?but this is like something out of a movie. Like ?Die Hard? or something.?

Officers are searching for the Range Rover with paper dealership plates and its male African-American occupants, police said. They are combing through surveillance tape for clues.

?Finding those involved is a top priority for my agency and law enforcement here in southern Nevada,? Sheriff Douglas Gillespie of the Las Vegas Metropolitan Police Department told NBC affiliate KSNV.

Pro tennis player from Quebec arrested in Florida

Florida officials have arrested a professional tennis player for attempting to have sex with a 13-year-old girl.

Pierre-Ludovic Duclos-Lasnier of Quebec, Canada, was arrested Thursday. The 27-year-old was training in Bradenton.

An arrest report says a detective assumed the victim's identity and chatted with Duclos-Lasnier on the victim's cellphone.

The report by Manatee County officials says Duclos-Lasnier solicited the girl for sex and sent a photograph of his penis. He offered to meet the girl and was arrested at the meeting point.

He faces charges of using a computer to solicit a child to commit sex acts; two counts of transmission of harmful material to a minor; and attempted lewd and lascivious battery. He's being held at the Manatee County Jail without bail. It's unclear whether he has an attorney.

Montana bill would let you make dinner out of roadkill

By passing a bill last week that allows motorists to eat their roadkill, the Montana House of Representatives may be on their way to legalizing the ultimate drive-through experience.

State Rep. Steve Lavin originally introduced the bill into Montana's House to allow "game animals, fur-bearing animals, migratory game birds and upland game birds" who have been killed by a car to be harvested for food.

"This includes deer, elk, moose and antelope, the animals with the most meat," said Lavin.

Lavin said that in his "day job" as a state trooper he sees a ton of animals hit on Montana's roadways that could potentially be repurposed to provide meat for people in need. State troopers already alert food banks to viable bumper banquets. This bill would simply make the practice legal.

If passed, Lavin said the law would explicitly exclude species such as big horn sheep and bear over concerns there would be profiteering from horns, claws and other body parts collectors covet. He added that it certainly wouldn't apply to situations like "finding a dead squirrel in the middle of the road" either.

Collisions between vehicles and animals are a serious problem in rural states like Montana. In 2011, the last year statistics were available, the Montana Department of Transportation reported a little over 1,900 wild animal?vehicle crashes. Considering nearly 7,000 carcasses were collected from the side of road that same year, it seems likely that many such accidents go unreported.

It's worth noting that Montana is not the first state to pass this type of law. Colorado, Illinois and Indiana are among states that currently allow motorists the privilege of salvaging roadkill under certain circumstances.

It's legal in Georgia too, a fact depicted on the reality show, "Here Comes Honey Boo Boo." In an early episode "Mama June" Shannon explained how police notify her whenever a deer who has met an unfortunate end is found by the side of the road. She then goes on to extol the virtues of dining on deer that die by the wheel ? though she has stressed in interviews that the family does not consume possum or raccoon.

"Darleen", as Honey Boo Boo lovingly referred to the family's fender feast, may be delicious ? but how safe is it to partake?

"The risk is relative depending on the condition of the animal and how it was killed," said Benjamin Chapman, a food safety specialist with North Carolina State University. "In roadkill if you happen upon the animal, you don't know its condition, which makes it riskier than eating regulated food or an animal you've hunted."

Even before you put fork to antler, there are safety concerns. Just hauling a carcass away can expose you to all sorts of pathogens that can make you sick, Chapman warned.

Lavin said he had never eaten roadkill himself but had no misgivings about offering the run-over meat to those who can use it -- though for safety's sake, he advised anyone pondering these "meals under wheels" to take air temperature and the length of time the animal has been lying on the road into consideration.

"It's like any other meat ? if you leave it outside the refrigerator for a couple of hours, you aren't going to want to eat it," he said.

Should you decide that flattened moose is what's for dinner, Chapman advised using a meat thermometer and cooking large game to a temperature of at least 160 degrees Fahrenheit. When dressing the carcass, keep it away from other foods, scrub work surfaces with bleach afterward, and wash hands thoroughly.

Microsoft patent application would automatically disinfect our grimy touchscreens

We've all seen that touchscreen device in the store that's covered with fingerprints (and possibly contagions) from curious shoppers. While it's unlikely that we'll get sick from all that touching, Microsoft is trying for a patent that would set our minds at ease. The method would send ultraviolet light bouncing through a film on or inside a touchscreen, disinfecting fingertips and contact areas without blasting the person directly. Processing inside the gadget could also dictate just when and for how long the UV blast would run. It could kick in only after a user was done, for example, and last just long enough to kill common germs. There's no clues that Microsoft is about to use the technology in real-world products. Still, we wouldn't mind touching an extra-sanitary Windows phone or tablet -- or rather, someone else's.

Update: Microsoft applied for a UV cleaning approach before, but that depended on coupling UV with the backlight; this newer patent would give Microsoft considerably more flexibility.

Nigerian troops surround French family's kidnappers: source

YAOUNDE/MAIDUGURI, Nigeria (Reuters) - Nigerian security forces surrounded the kidnappers of a French family in northeast Borno state on Thursday in an operation to rescue the hostages, a Nigerian military source said.

French, Nigerian and Cameroonian officials earlier denied French media reports that the family, who were seized in Cameroon and taken over the border, had been freed.

The Nigerian military located the hostages and kidnappers between Dikwa and Ngala in the far northeast, the military source in Borno said, asking not to be identified.

Dikwa is less than 80 km (50 miles) from the border with Cameroon where the three adults and four children were taken hostage on Tuesday.

A senior Cameroonian military official declined to comment saying the matter was too sensitive.

Citing a Cameroon army officer, French media reported earlier on Thursday that the hostages had been found alive in a house in northern Nigeria.

"This is a crazy rumor that we cannot confirm. We do not know where is it coming from," Cameroon Communications Minister Issa Tchiroma Bakary told Reuters by telephone from the capital Yaounde.

"What is certain is that the French tourists who were abducted are no longer on our territory. However, we are in touch with the Government of Nigeria to intensify measures to continue the search for them along our common border," he said.

French gendarmes backed by special forces arrived in northern Cameroon on Wednesday to help locate the family, a local governor and French defense ministry official said.

Nigerian military spokesman Sagir Musa earlier also said the report on France's BFM television of the hostages being released was "not true," while Didier Le Bret, the head of the French foreign ministry's crisis center, said the information was "baseless."

The abduction was the first case of foreigners being seized in the mostly Muslim north of Cameroon, a former French colony.

But the region - like others in West and North Africa with porous borders - is considered within the operational sphere of Boko Haram and fellow Nigerian Islamist militants Ansaru.

On Sunday, seven foreigners were snatched from the compound of Lebanese construction company Setraco in northern Nigeria's Bauchi state, and Ansaru took responsibility.

Northern Nigeria is increasingly afflicted by attacks and kidnappings by Islamist militants. Ansaru, which rose to prominence only in recent months, has claimed the abduction in December of a French national who is still missing.

Three foreigners were killed in two failed rescue attempts last year after being kidnapped in northern Nigeria and Ansaru, blamed for those kidnaps, warned this could happen again.

The threat to French nationals in the region has grown since France deployed thousands of troops to Mali to oust al Qaeda-linked Islamists who controlled the country's north.

The kidnapping in Cameroon brought to 15 the number of French citizens being held in West Africa.

China's Red Hackers: The Tale of One Patriotic Cyberwarrior

In the latest report by a Western cybersecurity company to finger Chinese state hackers, Mandiant earlier this week accused the People?s Liberation Army Unit 61398 of having orchestrated years of cyberattacks on more than 100 U.S. firms from a base in Shanghai. Hacking by the Chinese, whether by state technicians or patriotic individuals who are not directly employed by the government, has turned into a serious global risk. Although the Chinese government has repeatedly denied a state-sponsored hacking campaign, the list of cybertargets?from Western competitors of Chinese companies to human-rights groups that are critical of Beijing?s record?leaves little room for doubt that these raids originate from China. ?These attacks only benefit the Chinese, not anyone else,? says Dr. Murray Jennex, a cybersecurity expert at San Diego State University. ?They have so many more people who are able to hack than any other country.?

In a story in this week?s magazine, TIME profiles Wan Tao, once one of China?s most feared hongke, or red hackers, cyberwarriors motivated by patriotism to attack foreign digital victims:

While Chinese hackers boast about their exploits online, it?s rare to hear one articulate why he chose to hack for nationalist reasons. The story of Wan Tao, now 41, and his China Eagle Union?which at its height boasted hundreds of members who attacked foreign computer systems with the government?s tacit approval?gives an inside glimpse into the underground world of Chinese hackers: their motivation, exploitation and, in some cases, redemption.

Wan emphasizes that he never hacked officially for the government and didn?t steal information. He says he began his online forays because he was lured by a kind of independent, rebellious ethos shared by hackers worldwide. But there?s no question China Eagle Union?s hacking, which starting in 2000 infiltrated everything from U.S. government sites to Japanese politicians? email accounts, fit the Chinese government?s agenda. Wan released a manifesto called ?Building Hacker Culture with Chinese Characteristics.? His hacking collective?s theme song only enhanced his rock-star status among a growing corps of hongke. A sample lyric: ?It doesn?t matter how hard the enemy?s shield is, we want him to know our sharpness. We are the China Eagles.?

Then in 2005, when anti-Japanese riots convulsed Chinese cities, the Chinese government began tamping down on the very xenophobic sentiment it had cultivated through nationalist education and propaganda. Once free to excoriate foreigners online, Wan was ordered by the authorities to delete inflammatory content from his website. He spent 20 hours erasing comments before collapsing from exhaustion and checking into a hospital. Wan?s own posts on domestic issues, such as the plight of Chinese farmers left behind by the country?s economic boom, were also censored. ?I thought I had freedom online,? says Wan. ?But I was wrong.?

At the same time, Internet crime began skyrocketing in China. ?From July 2011 to July 2012, nearly 260 million Chinese were victimized online, according to official statistics. Red hackers were morphing into what Chinese call black hackers, computer geeks who were lured into illegality by money.

China has begun cracking down on computer malfeasance within its borders, ranging from online banking fraud to corporate data robbery. Chinese cyberpolice have shut down child pornography websites in stings run with Americans, and new Chinese laws criminalize certain types of hacking. The head of a Chinese hacking school that used to openly advertise on the web?and at bus stations?was jailed.

Yet to this day, hongke have not been punished for their overseas assaults. It?s a double standard that raises troubling questions about China?s commitment to online lawfulness?even apart from the fact that the state is suspected of employing an army of hackers. ?Even if hongke are doing it under the banner of safeguarding national security, hacking is not right,? says Wang Sixin, a law professor at the Communications University of China.

Meanwhile, Chinese hackers are being blamed for an ever-increasing number of raids on foreign soil. ?I don?t believe there are thousands of Chinese hackers sitting in a room hacking for the government,? says Wan. He clumsily dodges a question about the recent hacking of American media, which was blamed on Chinese techies. ?You can?t prove it came from China,? he says, explaining that just because an IP address is traced to China doesn?t mean the hacking originated there. But to go back to cybersecurity expert Jennex?s point, who else but China has an interest in such online attacks?

During a separate conversation, Wan admits that there are, indeed, Chinese who end up working for the state. Some, he says, are black hackers who have been caught by police and are pressured into government employment. He also gives the profile of the kind of kid who might end up hacking for China: ?small-town boys who have little education and learned computers while their grandparents were supposed to be looking after them.? He dismisses them as ?robots? and refuses to even call them hackers.

Today, Wan says he no longer hacks. He now runs a cybersecurity company with top Chinese firms and NGOs as his clients. Many of his employees came from China Eagle Union. (Other former union members are successful businessmen or in jail.)

Is Wan ever tempted to joust again with cyberwarriors across the globe? He shakes his head. Yet, he adds: ?I?m still a hacker in spirit. I always will be.?

China Says the U.S. Is Actually the Hacker You Should Be Worried About

Days after?cybersecurity firm?Mandiant published an eye-popping report of state-sponsored cyber espionage by the?China's People?s Liberation?Army, the Chinese have fired back. ?They're not only denying that they are behind the attack, they also say that they're actually the victim and that the United States of America is actually the biggest culprit of overseas hacking.

There might be hacking, but China doesn't support it. "Chinese law forbids hacker attacks that undermine Internet security, the Chinese government has always resolutely combated related criminal activities, the Chinese army has never supported any hacker activity," reads a statement from China's Ministry of Defense.?Over the past two years?China has been accused?of cyber?espionage?multiple times, including some reports by U.S. intelligence agencies,?yet?the country has always maintained that it is not supported by the Chinese government.?

How can we be hacking when we're getting hacked???The Chinese Ministry of Defense statement reveals that it gets hacked too:

China is one of the main victims of cyber attacks.?According to statistics, the Chinese armed forces access to the Internet user terminal suffered a large number of foreign attacks, [and] according to the IP address of the display, a considerable number of attack sources from the United States, but we did not [use this] a pretext to accuse the U.S. side.

Statistically speaking, China is claiming that in 2012 "about 73,000 overseas IP addresses controlled more than 14 million computers in China and 32,000 IP addresses remotely controlled 38,000 Chinese websites," reports Xinhua, which adds ?that "[a]ttacks originating from the United States rank the first among overseas hackings in China." So what we have here are basically pots and kettles are calling each other black, but last we checked, being a victim of a crime or transgression doesn't make that victim incapable of committing that same crime.?

But What Is Hacking Anyway???"There is still no internationally clear, unified definition of what constitutes a hacking attack," a spokesman for?China's Ministry of National Defense is quoted as saying in CNN's translation.?As excuses come, saying that you're not breaking rules because said rules are undefined is a bit shaky and makes you sound guilty of something more than the "everyday gathering of online information is online spying." And the defense ministry's statement goes on to throw some cold water on Mandiant's report:?"The report, in only relying on linking IP address to reach a conclusion the hacking attacks originated from China, lacks technical proof."

Armstrong won't interview with USADA

AUSTIN, Texas (AP) ? Lance Armstrong won't do a tell-all interview under oath with the U.S. Anti-Doping Agency to reveal everything he knows about the use of performance-enhancing drugs in cycling.

USADA officials had told Armstrong he must speak with them if he wanted to reduce his lifetime ban from sports. Under their offer, Wednesday was the deadline for him to agree to the interview.

Armstrong attorney Tim Herman said that, after two months of negotiations, the cyclist refused participate in a process designed "only to demonize selected individuals."

Armstrong said previously he is willing to participate in an international effort to clean up a sport that is based mostly in Europe.

USADA chief executive Travis Tygart said the agency had expected Armstrong would agree to talk and would be "moving on" without him.

"Over the last few weeks he has led us to believe that he wanted to come in and assist USADA, but was worried of potential criminal and civil liability if he did so," Tygart said. "Today we learned from the media that Mr. Armstrong is choosing not to come in and be truthful and that he will not take the opportunity to work toward righting his wrongs in sport."

For more than a decade, Armstrong denied using performance-enhancing drugs. But last year, USADA released a report that detailed extensive doping on his seven Tour de France-winning teams and stripped him of those titles. Armstrong then admitted last month in an interview with Oprah Winfrey that he doped to win those races.

He still faces several legal challenges.

Armstrong was the subject of a two-year federal grand jury investigation that was dropped a year ago without an indictment, but the Department of Justice is still considering whether to join a federal whistle-blower lawsuit filed by former Armstrong teammate Floyd Landis.

Armstrong also has been sued by a Dallas-based SCA Promotions to recover more than $12 million in bonuses. And he has been sued by The Sunday Times in London to recover a libel judgment that Armstrong won against the paper.

Microsoft?s Innovations Should Go Beyond Windows 8 ? Bill Gates

Microsoft is clearly betting big on Windows 8 and the Surface tablet, but up until now, both products have failed to excite, even though company executives claim that everything goes according to the plan.

In an interview with CBS News, Bill Gates, the man behind the Redmond-based empire, said that Microsoft?s

innovation should go beyond Windows 8 and the Surface tablet, as the company needs to release many more breakthrough technologies.

?Well, he and I are two of the most self-critical people -- you can imagine. And here were a lot of amazing things that Steve's leadership got done with the company in the last year. Windows 8 is key to the future, the Surface computer. Bing, people are seeing as a better search product, Xbox,? he said.

Bill Gates admitted that Microsoft?s debut in the mobile world isn?t quite impressive, especially because the company expected to snatch leadership soon after the release of Windows Phone 8.

?But is -- is it enough? No, he and I are not satisfied that in terms of, you know, breakthrough things, that we're doing everything possible. We didn't miss cell phones, but the way that we went about it didn't allow us to get the leadership. So it's clearly a mistake,? Gates continued.

So what?s next? you may ask. Bill Gates remained tight-lipped on Microsoft?s next projects, but it?s pretty clear that the software titan has a lot higher expectations from its upcoming products.

Para ello, la empresa de Bill Gates comienza este martes la migraci?n autom?tica de las cuentas de correo Hotmail al nuevo sistema Outlook.com, un paso que se prolongar? durante seis meses m?s y al que, posteriormente, se acabar? agregando tambi?n Skype, adquirido en 2011.

Una opci?n disponible desde el pasado julio del 2012 para todos los usuarios de Hotmail a trav?s de una opci?n de su correo, pero que a partir de ahora se producir? inexorablemente para quienes manejan el popular correo electr?nico, que utilizan en la actualidad cerca de 300 millones de personas en todo el mundo, tras aumentar en 60 millones su base de usuarios, y que es, junto con Yahoo y Gmail, uno de los principales servicios globales de e-mail.

Wall Street opens higher on merger activity

Stocks opened slightly higher on Tuesday, putting the S&P 500 on track to extend its seven-week winning streak on increased mergers and acquisitions activity.

The Dow Jones industrial average was up 57.27 points, or 0.41 percent, at 14,039.03. The Standard & Poor's 500 Index was up 6.57 points, or 0.43 percent, at 1,526.33. The Nasdaq Composite Index was up 11.37 points, or 0.36 percent, at 3,202.72.

The S&P 500's advance is the longest streak since January 2011, and the benchmark index is up 6.6 percent so far this year.

The strong start was fueled by legislators in Washington temporarily averting automatic spending cuts and tax hikes as well as by stronger-than-expected earnings and economic data. The Federal Reserve's stimulus policy has also been a major factor.

But further gains for the S&P 500 have been a struggle as investors look for new catalysts to lift the index, which hovers near five-year highs.

The compromise by lawmakers on across-the-board spending cuts, known as sequestration, only postponed the matter, and Democrats and Republicans have until March 1 to resolve differences or the cuts, which are predicted to damage the economy, will take effect.

The uptick in merger and acquisition activity, a sign of optimism about the outlook on Wall Street, has resulted in more than $158 billion in deals announced so far in 2013.

Last week, deals were reached for the acquisition of H.J. Heinz Co by Berkshire Hathaway and the sale by General Electric of its remaining stake in NBCUniversal to Comcast Corp .

"M&A is providing an enormous amount of enthusiasm in pockets and it is really a function of the cost of money, the cost of borrowing. It is a sign there is a shift going on in the economy that is very, very positive," said Peter Kenny, managing director at Knight Capital in Jersey City, New Jersey.

"At the same time, if you take the M&A activity out of the picture, you will see that many on the Street are expecting a pullback.

Office Depot Inc surged 30.9 percent to $6.01 after a person familiar with the matter said the No. 2 U.S. office supply retailer is in advanced talks to merge with smaller rival OfficeMax Inc . A deal could come as early as this week. OfficeMax shares jumped 24.4 percent to $13.37 while larger rival Staples Inc shot up 13.9 percent to $14.75.

U.S. markets were closed on Monday for the Presidents Day holiday.

According to the Thomson Reuters data through Friday, of the 388 companies in the S&P 500 that have reported results, 69.8 percent have exceeded analysts' expectations, compared with a 62 percent average since 1994 and 65 percent over the past four quarters.

Fourth-quarter earnings for S&P 500 companies are estimated to have risen 5.6 percent, according to the data, above a 1.9 percent forecast at the start of the earnings season.

Early education closes achievement gap, brings societal benefits

The founder of a decades-long scientific study that has proved the enduring benefits of early education applauded President Barack Obama's recent call for universal access to high-quality preschool in the United States.

"Investing in high-quality early education has dramatic and sustained payoffs not just for the children directly involved, but for society as well," said Craig Ramey, Ph.D., the originator and founding principal investigator of the Abecedarian Project, a scientific study of the potential benefits of early childhood education for economically disadvantaged children.

The most recent report from the project, published in the journal Developmental Psychology, found that, decades later, participants were far more likely than the control group to have been consistently employed and far less likely to have used public assistance.

"Think of it as a kind of educational compound interest," added Ramey. "From the moment a child enters kindergarten, the focus on achievement begins. When children are prepared, their early successes lead to more successes. But when they're not prepared, a lifelong struggle can begin. The spiral can be upward, or it can be downward, and that's the achievement gap that President Obama was describing earlier this week, both in his State of the Union address and his remarks yesterday in Georgia."

Ramey, a pioneer in understanding the factors that contribute to children's early cognitive development, is now a professor and distinguished research scholar at the Virginia Tech Carilion Research Institute. There he provides scientific leadership to the Louisiana Department of Education's efforts to assess its prekindergarten program. He also remains active with the Abecedarian Project.

The Abecedarian Project has been heralded for providing innovative insights into the factors that contribute to positive outcomes for at-risk children who receive intensive support in the early years of life. Ramey launched the project in 1972 as a carefully controlled scientific study of the potential benefits of early childhood education for children from low-income families who were at risk of developmental delays or academic failure.

Follow-up studies have consistently shown that the children who received early educational intervention did better academically, culminating in greater educational achievements as adults.

The benefits of early education are so scientifically defensible that policymakers should capitalize on President Obama's initiative, Ramey said. "The challenge is to find ways to provide that education so children ? and society ? can reap the benefits."

Joe Hundley was charged with assault after allegedly hitting a 19-month-old boy who had started to cry aboard a Delta flight.

A man accused of uttering a racial slur and slapping another passenger's crying toddler during a flight has been fired in the wake of the alleged incident.

Joe Hundley, 60, from Hayden, Idaho, was charged with assault after he allegedly hit the 19-month-old boy who had started to cry during the airplane?s descent, NBC station KARE?reported.

According to court documents, the child?s mother Jessica Bennett alleges Hundley leaned over and said, "Shut that [N-word] baby up!" before slapping the child. This caused him to bleed and cry even harder, his mother told KARE.

'Offensive and disturbing'
The Boise Weekly reported that Bennett's story was supported by another passenger who was aboard the Delta Air Lines flight from Minneapolis to Atlanta on Feb. 8. That could not be independently confirmed by NBC News.

Hundley is no longer working for Idaho-based aircraft component manufacturer, Unitech, its?parent company AGC Aerospace and Defense?said in a statement on its website Sunday:

?Reports of the recent behavior of one of our business unit executives while on personal travel are offensive and disturbing. We have taken this matter very seriously and worked diligently to examine it since learning of the matter on Friday afternoon. As of Sunday, the executive is no longer employed with the company.

?We wish to emphasize that the behavior that has been described is contradictory to our values, embarrassing and does not in any way reflect the patriotic character of the men and women of diverse backgrounds who work tirelessly in our business.?

In an interview with KARE, Bennett said Hundley appeared intoxicated, accusing him of becoming increasingly obnoxious during the flight.

"He reeked of alcohol," Bennett said.? "He was belligerent and?I was uncomfortable."

Hundley's attorney, Marcia Shein of Atlanta, has said that her client will plead not guilty to the charge.

Shein told Reuters that she has received hate mail over her defense of Hundley, but added that she believes her client has been misunderstood.

"He is not a racist," Shein said. "I'm going to make that real clear because that's what people are suggesting."

"There's background information people don't know about, and in time it will come out," she said.

The Spokesman-Review newspaper of Spokane, Wash., reported that Hundley had denied the allegations.

?I can only say it?s an absolute falsehood,? the Spokesman-Review quoted Hundley as saying.?

After the Twitter for iPhone app comparison last week, my friend and Iterate podcast co-host Seth Clifford remarked that weather apps were the new hotness when it came to interface playgrounds for iOS designers. So, I jumped into the App Store, downloaded 26 popular weather apps, added Apple's built-in iOS weather app, and grabbed all their screens.

They tend to fall into two main categories -- informationally dense, and informationally minimalist. Some apps put everything, including a forecast for your kitchen sink, right on the main screen so you can soak in as much as you want at a glance. Others hide away everything but the essentials, and either let you dig deeper when you want to, or eschew complexity entirely. What's clear is that there are a ton of different takes. Some use buttons, some use gestures. Some are static, others dynamic. Some try to match weather with mood, others prefer a dashboard look. Some go for a full-on digital look, while others stick to more real-world analogs. In many cases, the diversity is as thoughtful as it is impressive.

Forever has always existed.

In the mythology of Oceanic peoples, it's been there along with Darkness and the Sea.

The Earth came from the efforts of Old Spider, who soared over the endless sea and found a giant clam. She opened it and crawled inside, finding a snail there to share the space with her. She set the snail in the west and made it into the Moon to shed some light into the darkness. Together they raised up the top of the clam shell to make the sky, pushing it until it was wide open.

Then they pushed the bottom half of the clam shell in the other direction to make the ground. The earth was called Papa and the sky Ranga. These are the two first beings who created all the flowers, plants, trees and animals on the islands, and fish in the sea.

They celebrated all their open space by making as many beautiful creatures as they could imagine, but they still remained separated by the work of the original Old Spider. Each night, Ranga weeps for his beloved Papa earth, and this is where the morning dew comes from.

Polynesia means "many islands" and when you see these pictures, you will want to visit all of them. To make it simple, the islands sit in a triangle described by connecting Hawaii, New Zealand and Easter Island.

There are over a thousand of these islands of surfer's paradise in the central and south Pacific Ocean. It's stunning. Look at the color of the water here! And the sunset... these speak for themselves. Could you be happy in this little house? How about some reef diving inside a lagoon?

Reduced retirement age affects union's savings

MEMBERS of the Fiji Public Service Credit Union were badly affected when the government reduced the retirement age from 60 to 55 years.

And senior members were compulsorily retired which had a direct consequence on FPSCU savings, share capital build-up and lending.

This was highlighted during the union's annual general meeting which saw more than 500 members yesterday converging at the Suva Civic Centre not only to raise their views but also select their new officer bearers.

Chairman Anare Vadei said there was a need to attract more young people to the union to increase business volume.

"(There is) an urgent need to replace and attract new members to join the credit union, as it was very important to the long-term viability and growth of FPSCU," Mr Vadei said.

He said the union had been serving members for the past 37 years and had withstood the tests it faced.

The union in 2011 recorded a profit of $729,664 however in 2012 it declined by $28,835.

The union however, continued to take necessary legal actions against bad debtors.

Mr Vadei said this was a common problem in financial institutions and the credit union would be strict with its lending policies to minimise bad debts.

He said the best way of improving revenue was to build up membership.

He said this would increase cash flow and market the credit union's services to the public.

The beginning years of a child?s life are critical for building the early foundation needed for success later in school and in life. Leading economists agree that high-quality early learning programs can help level the playing field for children from lower-income families on vocabulary, social and emotional development, while helping students to stay on track and stay engaged in the early elementary grades. Children who attend these programs are more likely to do well in school, find good jobs, and succeed in their careers than those who don?t. And research has shown that taxpayers receive a high average return on investments in high-quality early childhood education, with savings in areas like improved educational outcomes, increased labor productivity, and a reduction in crime.

In his State of the Union address, President Obama called on Congress to expand access to high-quality preschool to every child in America. As part of that effort, the President will propose a series of new investments that will establish a continuum of high-quality early learning for a child ? beginning at birth and continuing to age 5. By doing so, the President would invest critical resources where we know the return on our dollar is the highest: in our youngest children.

? Providing High-Quality Preschool for Every Child: The President is proposing a new federal-state partnership to provide all low- and moderate-income four-year old children with high-quality preschool, while also expanding these programs to reach additional children from middle class families and incentivizing full-day kindergarten policies. This investment ? financed through a cost-sharing model with states ? will help close America?s school readiness gap and ensure that children have the chance to enter kindergarten ready for success.

? Growing the Supply of Effective Early Learning Opportunities for Young Children: To expand high-quality early learning opportunities in the years before preschool, the President will call for a significant investment in a new Early Head Start-Child Care partnership. Competitive grants will support communities that expand the availability of Early Head Start and child care providers that can meet the highest standards of quality for infants and toddlers, serving children from birth through age 3.

? Extending and Expanding Evidence-Based, Voluntary Home Visiting: Voluntary home visiting programs enable nurses, social workers, and other professionals to connect families to services and educational support that will improve a child?s health, development, and ability to learn. President Obama has already committed $1.5 billion to expand home visitation to hundreds of thousands of America?s most vulnerable children and families across all 50 states. The President will pursue substantial investments to expand these important programs to reach additional families in need.

The President?s Commitment to Early Education

A zip code should never predetermine the quality of any child?s educational opportunities. Yet studies show that children from low-income families are less likely to have access to high-quality early education, and less likely to enter school prepared for success. By third grade, children from low-income families who are not reading at grade level are six times less likely to graduate from high school than students who are proficient. Often, the high costs of private preschool and lack of public programs also narrow options for middle-class families.

High-quality early childhood education provides the foundation for all children?s success in school and helps to reduce achievement gaps. Despite the individual and economic benefits of early education, our nation has lagged in its commitment to ensuring the provision of high quality public preschool in our children?s earliest years. The Organization of Economic Cooperation and Development (OECD) estimates that the United States ranks 28th out of 38 countries for the share of four-year olds enrolled in early childhood education. And fewer than 3 in 10 four-year olds are enrolled in high-quality programs.

Preschool for All

? The President?s proposal will improve quality and expand access to preschool, through a cost sharing partnership with all 50 states, to extend federal funds to expand high-quality public preschool to reach all low- and moderate-income four-year olds from families at or below 200% of poverty. The U.S. Department of Education will allocate dollars to states based their share of four-year olds from low- and moderate-income families and funds would be distributed to local school districts and other partner providers to implement the program. The proposal would include an incentive for states to broaden participation in their public preschool program for additional middle-class families, which states may choose to reach and serve in a variety of ways, such as a sliding-scale arrangement.

? Funds will support states as they ensure that children are enrolled in high-quality programs. In order to access federal funding, states would be required to meet quality benchmarks that are linked to better outcomes for children, which include:

  • State-level standards for early learning;
  • Qualified teachers for all preschool classrooms; and
  • A plan to implement comprehensive data and assessment systems.

Preschool programs across the states would meet common and consistent standards for quality across all programs, including:

  • Well-trained teachers, who are paid comparably to K-12 staff;
  • Small class sizes and low adult to child ratios;
  • A rigorous curriculum;
  • Comprehensive health and related services; and
  • Effective evaluation and review of programs.

? The proposal also encourages states to expand the availability of full-day kindergarten. Only 6 out of 10 of America?s kindergarten students have access to a full day of learning. In order to ensure that our kindergartners spend the time they need in school to reach rigorous benchmarks and standards, funds under this program may also be used to expand full-day kindergarten once states have provided preschool education to low- and moderate-income four year-olds.

? Under the President?s proposal, investment in the federal Head Start program will continue to grow. The President?s plan will maintain and build on current Head Start investments, to support a greater share of infants, toddlers, and three-year olds in America?s Head Start centers, while state preschool settings will serve a greater share of four-year olds.

Quality Early Learning for Our Youngest Children

? The President will also launch a new Early Head Start-Child Care Partnership program, to support states and communities that expand the availability of Early Head Start and child care providers that can meet the highest standards of quality for infants and toddlers, serving children from birth through age 3. Funds will be awarded through Early Head Start on a competitive basis to enhance and support early learning settings; provide new, full-day, comprehensive services that meet the needs of working families; and prepare children for the transition into preschool. This strategy ? combined with an expansion of publicly funded preschool education for four-year olds ? will ensure a cohesive and well-aligned system of early learning for children from birth to age five.

? The President is proposing to expand the Administration?s evidence-based home visiting initiative, through which states are implementing voluntary programs that provide nurses, social workers, and other professionals to meet with at-risk families in their homes and connect them to assistance that impacts a child?s health, development, and ability to learn. These programs have been critical in improving maternal and child health outcomes in the early years, leaving long-lasting, positive impacts on parenting skills; children?s cognitive, language, and social-emotional development; and school readiness. This will help ensure that our most vulnerable Americans are on track from birth, and that later educational investments rest upon a strong foundation.

Building on Success

What green algae are up to in the dark

Feb. 14, 2013 ? How green algae produce hydrogen in the dark is reported by biologists at the Ruhr-Universit?t Bochum in the Journal of Biological Chemistry. Biologists have uncovered a mechanism for the production of the gas which has not been examined in depth before; as researchers are mostly interested in light-driven hydrogen synthesis.

"Hydrogen could help us out of the energy crisis," says Prof. Dr. Thomas Happe, head of the working group Photobiotechnology. "If you want to make green algae produce more hydrogen, it is important to understand all the production pathways."

Green algae produce hydrogen under stress -- even in the dark

Single-celled green algae of the type Chlamydomonas are microscopically small organisms: ten of them fit side by side on a human hair. In some ways, microalgae are not so very different from higher plants, such as trees. For example, they also perform photosynthesis. Unlike land plants, they can use light energy for the production of molecular hydrogen H2. "However, Chlamydomonas and co only form hydrogen under stress," says Thomas Happe. "The disposal of the energy-rich gas serves as a kind of overflow valve so that excess light energy does not damage the sensitive photosynthetic apparatus." Chlamydomonas can also produce hydrogen in the dark. Although this fact has been known for decades, H2 synthesis in the absence of light has barely been studied because much less of the gas is produced in the dark than in the light. Moreover, it is complicated to isolate large quantities of the key enzyme of the dark-reaction, the so-called pyruvate:ferredoxin oxidoreductase. The RUB researchers nevertheless tackled the project.

Hydrogen production in the dark mimicked in vitro

Happe's team reconstructed the core of the dark hydrogen production in vitro, thus demonstrating the underlying mechanism. In order to get to the proteins involved, the researchers had these produced by bacteria. First they introduced the corresponding genes of the green algae into the gut bacterium Escherichia coli, for example, the gene for the pyruvate:ferredoxin oxidoreductase. E. coli then produced the proteins according to this blueprint. Happe's team isolated them from the bacterial cells and examined them like a construction kit. In the test tube, the biologists analysed how different combinations of proteins interacted with each other under specific environmental conditions.

"Ancient enzyme" discovered

In so doing, they found out that, under stress in the dark, the algae switch to a metabolic pathway which is normally only found in bacteria or single-celled parasites. "Chlamydmonas has an evolutionarily ancient enzyme," explains Jens Noth from the working group Photobiotechnology. "With the help of vitamin B1 and iron atoms, it gains energy from the breakdown of sugars." This energy is then used by other green algal enzymes, the hydrogenases, to form hydrogen. The unicellular microalgae switch on this metabolic pathway when they suddenly encounter oxygen-free conditions in the dark. Because, like humans, the green algae need oxygen to breathe if they cannot draw their energy from sunlight. The formation of hydrogen in the dark helps the cells to survive these stress condition. "With this knowledge, we have now found another piece of the puzzle to get an accurate picture of H2 production in Chlamydomonas," says Thomas Happe. "In future, this could also help to increase the biotechnologically relevant light-dependent H2 formation rate."
