Perry supports English as official language in US (AP)

MASON CITY, Iowa ? Republican presidential candidate Rick Perry said Friday he would like English to be made the national language of the United States, agreeing with a frustrated voter who railed over the presence of multiple languages in everyday American life.

Perry, whose campaign needs a boost before Tuesday's lead-off Iowa caucuses, spoke at a Cerro Gordo County GOP fundraiser and took questions from the audience at the Mason County Country Club.

The voter who told the Texas governor he was tired of multilingual directions for products drew applause when he said he'd like to see English become the official language of the U.S. government.

"I don't know how the rest of the conservatives in the room feel, but personally, I'm fed up with seeing the directions on every single product on every single shelf of every single store written in four languages," said the man, who didn't give his name.

Perry replied, "That is a statement, that's not a question, and I can agree with it."

Perry, whose state is home to millions of Spanish speakers, is struggling to regain momentum in Iowa. He joined the presidential race in August to great fanfare and then crashed after campaign missteps and lackluster debates.

Trying to connect with conservatives, Perry has seemed willing to embrace more conservative positions as time runs short.

Earlier this week, Perry strengthened his opposition to abortion even in cases of rape and incest. He previously had said he would allow abortion in those instances, as well as when the woman's life was in jeopardy.

A pastor asked Perry about the cases when he'd allow abortion and Perry surprised the audience when he said he had undergone a "transformation" on the subject. He seemed to say he opposed abortion in all cases.

A day later, the governor told reporters that he would still allow abortion when a woman's life was at stake. He did not elaborate.

Woman hears buzz of tattoo needle for first time

Sarah Churman was born deaf, but earlier this year, at the age of 29, she underwent a procedure that suddenly allowed her to hear. Soon after, Churman decided to celebrate the life-changing event with a new tattoo at Ami James' "NY Ink" hotspot, the Wooster St. Social Club.

"(My husband's) mom came to us one day and she said, 'Listen, I'm going to pay for the sugery.' It absolutely broke my heart that his widowed mother was going to cash in her savings and didn't think twice," a teary-eyed Churman explained to Hendricks as he inked a pinup girl along her side. "As soon as the words were out of her mouth, I called and started setting stuff up and told them give me the soonest date they've got."

If her story sounds familiar, it should. Churman rose to viral video fame after her husband uploaded a clip to Youtube which featured her reacting to the very first sounds she'd ever heard beyond vibrations and some noises an earlier hearing aid provided.

She also visited TODAY in October and explained just how profound her experience has been.

Fitness and Health-Related Quality of Life Dimensions in Community-Dwelling Middle Aged and Older Adults.

Abstract

ABSTRACT:

BACKGROUND:

The aim of the present study was to identify the physical fitness (PF) tests of a multi-component battery more related to the perception of problems in each dimension of the health-related quality of life (HRQoL) assessed by the EuroQol 5 dimensions 3 level questionnaire (EQ-5D-3L) in community-dwelling middle-aged and older adults

METHODS:

A cross-sectional study was conducted with 7104 participants (6243 females and 861 males aged 50-99 years) who were recruited in the framework of the Exercise Looks After You Program, which is a public health program designed to promote physical activity (PA) in community-dwelling middle-aged and older adults. Participants were assessed by the EQ-5D-3L questionnaire and a battery of fitness tests. The responses to each EQ-5D-3L dimension were collapsed into a two-tier variable consisting of "perceive problems" and "do not perceive problems". Correlation coefficients for the relationships between the HRQoL variables, between the PF variables, and between the HRQoL and PF variables were obtained. Two logistic regression models, one adjusted and one unadjusted, were developed for each EQ-5D-3L dimension.

RESULTS:

There were significant correlations between all variables except anxiety/depression and the back scratch test. The PF tests that correlated best with the HRQoL dimensions were the Timed Up-and-Go Test (TUG) and the 6-min walk; pain/discomfort and anxiety/depression correlated less well. All PF tests correlated, especially the TUG and 6-min walk tests. Unadjusted logistic models showed significant goodness of fit for the mobility and pain/discomfort dimensions only. Adjusted logistic models showed significant goodness of fit for all dimensions when the following potential confounding variables were included: age, gender, weekly level of PA, smoking and alcohol habits, body mass index, and educational level. For all dimensions, the highest odds ratios for the association with PF tests were with the TUG; this was observed with both the unadjusted and adjusted models.

CONCLUSIONS:

The perception of problems, as measured by the EQ-5D-3L dimensions, was associated with a lower level of fitness, particularly for those dimensions that relate more closely to physical components. The PF tests that associated most closely with the perception of problems in the HRQoL dimensions were the TUG and the 6-min walk. This information will aid the design and assessment of PA programs that aim to improve HRQoL.

Man killed amid Britain's post-Christmas sales (AP)

LONDON ? A teenager was fatally stabbed Monday and a second man wounded in attacks on London's most famous retail street as thousands of shoppers flocked to Britain's capital seeking post-Christmas bargains.

The killing of the 18-year-old man on Oxford Street ? and a second wounding in the same road ? did little to deter shoppers crowding into neighboring stores in the landmark shopping district. Bargain hunters were also largely untroubled by a subway strike which badly disrupted the city's public transport services.

Selfridges ? close to the scene of Monday's stabbing and one of Britain's most popular department stores ? reported its biggest ever first hour of trading Monday morning, while the New West End Company, which represents traders on central London's shopping streets, reported 15 million pounds (US$23.5 million) in sales in the first three hours of trading.

Jace Tyrrell, of the New West End Company, said hundreds of thousands of people had visited central London retailers, despite action by police to cordon off parts of Oxford Street and temporarily close some stores.

"These incidents are extremely rare on Oxford Street and we understand arrests have been made," she said. "The emergency services were quick to respond and have cordoned off the street as they continue with their investigations. We are working to ensure the street is open to businesses and shoppers tomorrow."

Tyrrell said shopkeepers had requested a meeting with police to discuss the incidents. "We understand both incidents involved gangs of youth who were known to each other (and) the police, and did not involve individual shoppers," she said.

London's air ambulance helicopter had earlier rushed to the street following the fatal stabbing.

Authorities said the teenage victim died before medics could administer help, while amateur video footage showed police struggling to part large crowds of shopper to allow emergency vehicles to reach the man.

Police erected a tent outside a Foot Locker sports store as they carried out investigations and confirmed that about ten people had been arrested in connection with the death.

Officers said a second stabbing took place close by ? on the corner of Oxford Street and Regent Street ? but insisted it wasn't immediately known if the two incidents were linked.

Det. Chief Insp. Mark Dunne, of London's Metropolitan police, said two groups of young people appeared to have become involved in a large-scale altercation before the teenager's death.

Dunne said that little more was known about the circumstances, but there were likely to be large numbers of witnesses. "This is probably the busiest place in the United Kingdom right now, on the busiest shopping day," he told reporters at the scene.

"A number of weapons have been recovered from that scene ? whether I have got the murder weapon I don't know. There's an assortment of items, but no guns," he said.

In the second attack, a 21-year-old man was stabbed in the leg and is being treated in hospital for his wound.

Police said in a statement that three men had been arrested, but it was "too early to say whether this incident is linked to a fatal stabbing on Oxford Street."

On London's subway network, the ASLEF train drivers' labor union staged a one-day strike to demand extra pay and additional time off for members working on the public holiday.

Despite the disruptions, huge crowds ? some lining up outside stores from midnight ? rushed into department stores in London and other British cities as soon as doors opened early Monday.

The London Underground, the organization that manages the subway system, condemned the move, saying it was pointless and demonstrated "a complete disregard for our customers." Authorities said extra buses were running in main shopping areas to cater to the increased flow of travelers on one of the year's busiest shopping days.

The ASLEF union has warned it plans to stage three more strikes in January and February if the dispute is not resolved.

(AP) ? The worst Nigeria offshore oil spill in more than a decade has been contained before reaching the West African nation's coast, officials with Royal Dutch Shell PLC said Monday, less than a week after one of its lines bled crude into the Atlantic Ocean.

An investigation into how the spill of less than 40,000 barrels ? or 1.68 million gallons ? happened remains ongoing, though company officials acknowledged workers only discovered the leak after seeing a sheen of crude in water surrounding its Bonga offshore oil field.

Meanwhile, Shell officials say the company will clean up another spill it discovered while containing its own ? highlighting how prevalent pollution remains in oil-stained Nigeria after more than 50 years of production.

"We can undeniably say we traced our oil ... and stopped it," said Cliff Pain, who manages the Bonga operation for a Shell subsidiary.

Shell organized a helicopter flight Monday for journalists to see the Bonga field ? controlled from a large ship as opposed to a stationary rig ? about 75 miles (120 kilometers) off Nigeria's coast. There, waters appeared free of the oil sheen as ships continued to patrol along the underwater lines linking the vessel to oil fields and transfer buoys for filling tankers.

The leak discovered Dec. 20 came from a break in a flexible line about 360 meters out from the vessel that sends oil to tankers, Pain said. While the vessel has a variety of gauges to check pressure on the line, it wasn't until daylight broke that workers noticed a sheen surrounding the Bonga vessel, he said.

It takes about 25 hours to fill a waiting tanker with 1 million barrels of oil from the vessel, Pain said. That means the leak could have spewed for hours before being noticed.

At its height, Shell statistics show the sheen spread across about 350 square miles (900 square kilometers), matching an estimate earlier issued by an independent watchdog group called SkyTruth. Nigerian government officials previously said the spill only affected an area a third that size

Using ships and aircraft, workers spread chemical dispersants to break up the oil, which also evaporated in the region's warm water and air, said Steve Keedwell, a Shell employee who helped oversee the cleanup operation. Shell ultimately stopped the sheen about 11 miles (18 kilometers) before it made landfall, Pain said.

However, workers then discovered a separate oil spill around the mouth of a river in Delta state, said Mutiu Sunmonu, Shell's Nigeria country chairman. Sunmonu said samples of the oil showed it came from a different source, though the company would clean it up as well.

"When I sighted it myself, my initial reaction was anger, but I told myself: 'You know, you just cannot afford to be angry, just deal with it,'" Sunmonu said.

The Nigerian group Environmental Rights Action, which monitors spills around Nigeria's oil-rich southern delta, has blamed Shell for the new spill. Nnimmo Bassey, the group's executive director, could not be immediately reached for comment Monday night.

Shell operates the Bonga field in partnership with Italy's Eni SpA, Exxon Mobil Corp., France's Total SA and the state-run Nigerian National Petroleum Corp. It produces about 200,000 barrels of oil a day ? around 10 percent of production in Africa's most populous nation. The field remains shut down and Shell officials offered no estimate Monday of when production could resume at a field vital to Nigeria's government finances.

Nigeria, an OPEC member nation producing about 2.4 million barrels of crude oil a day, is a top supplier to the United States. However, pollution from spilled oil stains its Niger Delta region, with crude lapping against beaches and leaving a black ring around creeks in an area about the size of Portugal.

Some environmentalists say as much as 550 million gallons of oil poured into the delta during Shell's roughly 50 years of production in Nigeria ? a rate roughly comparable to one Exxon Valdez disaster per year. Many blame Shell and foreign companies working in Nigeria for the pollution. However, Shell in recent years has blamed most of its spills on militant attacks or thieves tapping into pipelines to steal crude oil, which ends up sold on the black market or cooked into a crude diesel or kerosene.

Talking with journalists, Sunmonu acknowledged that the limited spill, open ocean and favorable weather had helped Shell quickly contain the spill. If it had been on land, the oil could have sunk into the soil, remaining there for years, he said.

It also would have pushed Shell into negotiations with village elders to clean up the spill, something it often contracts other companies to handle. Many view the company with hostility after its years in the delta, and its employees remain targets of kidnap gangs and militants.

"You don't have communities to contend with" on the ocean, Sunmonu said.

Police: Florida man shot while trying to sell car

Police say a South Florida man trying to sell his car was shot by the prospective buyer.

Boynton Beach Police spokeswoman Stephanie Slater says police called to the scene Sunday found the man standing next to his car and smoking a cigarette in spite of a gunshot wound to the upper left side of his chest.

The man told police he was selling his Cadillac and had taken a potential buyer for a test drive.

According to police, the buyer tried to rob the car's owner at gunpoint.

The owner told police he defended himself with a knife concealed in his cane before he was shot. The buyer fled on foot.

Slater says the Cadillac's owner was hospitalized and expected to live. Police are searching for the gunman.

GOP: Gingrich, Perry fail to qualify for Va. primary

Former House Speaker Newt Gingrich and Texas Gov. Rick Perry have failed to qualify for Virginia's March 6 Republican primary.

The Republican Party of Virginia announced late Friday and early Saturday that Gingrich and Perry fell short of the 10,000 signatures of registered voters required for a candidate's name to be on the ballot.

Former Massachusetts Gov. Mitt Romney and Texas Rep. Ron Paul met the threshold and will be on the ballot.

Failure to compete in Virginia, which is among the "Super Tuesday" primaries, would deal a huge blow to any contender who had not locked up the nomination by then.

State GOP spokesman Garren Shipley said volunteers spent Friday validating petitions that the four candidates submitted by the Thursday 5 p.m. deadline to the State Board of Elections.

"After verification, RPV has determined that Newt Gingrich did not submit required 10k signatures and has not qualified for the VA primary," the Republican Party of Virginia announced early Saturday via Twitter.

Shipley was unavailable for comment on the announcement.

The 10,000 registered voters had to include 400 signatures from each of Virginia's 11 congressional districts.

The development is a major setback for Gingrich, who has tried to use his recent upsurge in popularity to make up for a late organizing start.

Gingrich said Wednesday he had enough ballot signatures, but he wanted to come to Virginia to deliver them personally. Taking no chances, his volunteers asked everyone to sign petitions before entering Gingrich's rally Wednesday night in Arlington, just across the Potomac River from Washington.

Gingrich represented Georgia in Congress for two decades, but has lived in McLean, Va., an upscale Washington suburb, while he's worked in the private sector.

Gingrich's early-December rise in several polls gave him renewed hopes of carrying his campaign deep into the primary season.

In a statement, Perry's campaign described the signature shortfall in Virginia as a "isolated situation."

"We will closely review the facts and law to determine whether an appeal or challenge is warranted," the statement added. "Governor Perry has the utmost respect for the strong place Virginia holds in our nation's economic and military strength and in American history. He will continue to work hard to build strong support in Virginia and earn the trust of conservative-minded voters there."

It was unclear if Minnesota Rep. Michele Bachmann, former Pennsylvania Sen. Rick Santorum or former Utah Gov. Jon Huntsman submitted petitions to the state board.

Meanwhile, Virginia's Democrats said President Barack Obama's re-election campaign gathered enough signatures to get him on the state's primary ballot.

As he is the only candidate who qualified, the state's Board of Elections will likely cancel the scheduled primary election.

MPs on the International Development Committee at Westminster have said Malawi ? Scotland?s twin country in Africa ? ?has entered a political and economic crisis?. They have begun an inquiry into Britain?s future role in the country.

All official aid to Malawi was suspended following the killing of 20 anti-government demonstrators in July and concerns over human rights, corruption and the effectiveness of the foreign aid programme. Other countries and agencies have followed the British lead ? Germany, Norway, the European Union, the World Bank and the African Development Bank. The International Monetary Fund has warned Malawi it must allow its currency, the kwacha, to devalue.

Britain gives Malawi around ?90m a year in overseas aid. Much of it is spent on subsidising fertilisers for maize, the country?s staple food crop. Nearly 90 per cent of Malawi?s 13 million population live on less than ?1.50 a day.

The Scotland Malawi Partnership, set up by Jack McConnell when he was first minister, has tried to stay neutral in the dispute. It says its twinning arrangement for schools, colleges and hospitals is independent of governments and is a people-to-people development programme. The Scottish government?s ?3m aid programme for Malawi is also unaffected so far.

In Malawi itself, there is growing opposition to President Bingu Mutharika. There were large demonstrations in several towns in July in protest again rising food and fuel prices and corruption. Some of the protests were brutally put down by the police. Earlier this month, 60 MPs in the president?s own ruling party, the Democratic Progressive Party (DPP) complained they were not being consulted.

Mutharika, who is now 78 and in his final term as president, is seeking to hand over to his younger brother Peter, who is also the foreign minister. He has already been named as the DPP?s candidate for the next presidential elections in 2014. There are continual stories in the newspapers that the Mutharikas are favouring their own tribe in the south and that funds provided by the Chinese government ? for a new university, for example ? are being channelled by the brothers into their own region.

Human rights campaigners have also objected to a new judicial code which will, they say, allow ministers to suppress information ?that is not in the public interest?. They have also called for a repeal of the law against homosexuality. Last year, two gay men were sentenced to 14 years in jail for staging an engagement ceremony. They were later pardoned and the law, and the new judicial code, are being reviewed by the Malawi Law Commission.

Malawi is also in trouble with the International Criminal Court for failing to arrest the wanted president of Sudan, Omar al-Bashir. He attended a conference of African leaders in Malawi in October.

The MPs at Westminster say their inquiry will consider how Britain can help improve economic growth and job creation in Malawi and how the country can be helped to get back on target for achieving its Millennium Goals on poverty, education and health. They also want to consider what conditions Britain should place on its aid to Malawi in the future, particularly on issues such as freedom of expression and access to justice. They have asked for written submissions by 20 February 2012.

Investing in Your Writing Business ? Get Paid to Write Online

Investing in Your Writing BusinessI suppose it?s natural given the name of this site, but every so often I get a question from a reader about whether it?s really possible to get paid to write and what it takes to do so. Here?s the latest example:

I really need some reliable words of wisdom regarding the ?real? potential to earn money at this kind of writing and the administrative work that goes into it. I know the energy input of the writing, but I?m hoping your site will have guidance on the return on investment and the amount of investment. ? D

I was glad to see that D realized that you have to make an effort to succeed at getting paid to write online, but her questions about the investment required and the administrative work needed were also thought-provoking. First let?s look at the investment.

Investing in Writing Hardware

Any business needs an investment, and a writing business is no exception. When I started freelancing, I already had a computer and printer, which are the basics you need to get started. What kind of computer you get is up to you. I started out with a desktop, moved to a laptop so I could write from anywhere and moved back to a desktop once I had a fixed abode. I also have a laptop for going on the road and doing client presentations.

Fixed or Mobile Writing

My advice: if you want to be mobile, then get a laptop with the biggest screen and fastest processor but lightest weight you can achieve. If mobility is not necessary (say, for example, if you have to be around so kids can stay in school), then a desktop machine offers more hard disk storage, more processing power and the option of a bigger screen. A middle ground, which I have also used, is to have a laptop, but work on my desk with an external screen, keyboard and mouse.

Do You Need a Printer?

Unless you are working for local clients who need to see pieces of paper, you can probably manage without a printer and scanner at first. To replace those, you will need to have the ability to save documents as PDFs. I currently use two tools for this: the Microsoft Word 2007 add-on that lets me save documents as PDFs and doPDF which mimics a printer to let me create PDFs. We have a scanner in the house and once every six weeks or so I use it to scan in a signed contract to return to a client. Many now accept email signatures, so it?s getting rarer. As for printing, I have an HP LaserJet and my first toner lasted 2 years ? that?s how little I print. There are other things you can get to trick out your office of course, like a headset, speakers and the usual assortment of software, but the entry cost isn?t very high. Next, let?s look at administering the writing business.

Writing Business Administration

Administering your writing business is where things get tricky. Unfortunately, it?s not enough to set out your shingle as a freelance writer and wait for the work to come in. As I pointed out in Getting Paid to Write ? It?s More Than Just Writing on Growmap, there?s a whole lot of work to do in getting your name out there. There are tens of thousands of writers out there, all going after the same jobs. However, don?t be discouraged, because there is also plenty of writing work out there.? In Key Aspects of Your Business Website for Writers (and Small Businesses and Others), I mention another investment you need to make ? getting your own website as a platform for self-promotion.

The best way to illustrate what it takes to administer a writing business is to give you a snapshot of some of?the tasks I undertake.

Key Writing Business Tasks

1. Every year, I set up my client tracking spreadsheet, which includes income comparison figures for the last four years, a forecast of expected earnings for the coming year, and a sheet where I track income received, income on the way and client leads. I?ll be setting that up before the end of the year.

2. I have subscribed to several job leads emails, which I skim and send bids/queries for the things that interest me. This is a daily task, or at least 3 times a week if I?m busy.

3. I set out a calendar, including both personal and work obligations and all deadlines so I can have an at-a-glance picture of where I stand. I make sure this appears on my iGoogle page and also send reminders if necessary.

4. I have a schedule for writing. I check email first thing in the morning, which is already lunchtime for my UK/European clients. I spend 3-4 hours writing in the morning, and another 2-3 in the afternoon. I also do a last email check at night. This schedule varies according to other commitments such as client meetings and volunteering.

5. I hang out online on Twitter, Google+ and Facebook as well as a couple of writer forums.

6. I manage income received by entering it in my spreadsheet and managing transfers between Paypal and my bank account. This usually involves checking exchange rates as my clients pay in three currencies.

7. At the end of every month, I tally the income, update my forecast and assess how much more marketing I need to do in the coming month.

There are probably other things I do automatically that I haven?t listed here, but these are some of the main ones ? and they take time.

What about the ROI?

How you assess the return on investment for your writing business is about whether it meets your personal, professional and income goals. For myself, I can say that since I started freelancing, I have earned a steady income that covers my bills and allows for extras. So yes, you can earn money if you have the skill and put in the effort.

I?ve also?made connections with great writers and bloggers, some of whom have become friends. I have met clients and others who trust my professional opinion, consider me their go-to person for writing and recommend me to everyone. I think that?s a pretty good return on the time and effort I have spent on developing my writing business.

AMD announces next-gen Radeon HD 7970 for $549, says it 'soundly beats' rivals

A fresh contender for your blow-out 2012 Olympic gaming rig: AMD's first 28nm GPU, the Radeon HD 7970. It's scheduled to arrive on January 9th, priced at $549 -- nearly $200 more than its direct ancestor, the 6970. Then again, this newcomer packs some supremely athletic specs, including a 925MHz engine clock that can be readily OC'd to 1.1GHz, 2,048 stream processors and an uncommonly muscular 384-bit memory bus serving 3GB of GDDR5. At the same time, AMD hopes to make the card more practical than the dual-processor 6990 by bringing the card's power consumption down to less than 300W under load and a mere 3W in 'long idle' mode, and promising quieter cooling thanks to improved airflow and a bigger fan. We'll have to wait for benchmarks in January before we hand out any medals, but in the meantime NVIDIA's forthcoming 28nm Kepler GPU might want to step up its training schedule.

Heritage trees are still available

Some varieties have already run out, so interested purchasers are reminded to buy early to insure you get the tree you want. Heritage trees, as a gift or as an addition to your yard, are a good way of connecting to WNC's cultural history.

ECO offers gift certificates for its apple, peach and chestnut trees but suggests that purchasers buy them now. All trees come in limited quantities and tend to sell out quickly. Several varieties are no longer available.

Heritage apple trees available this year include 10 varieties of dwarf and semi-dwarf apple trees for your backyard orchard. These 1-year grafts are 3-4' tall, in 2-gallon containers and ready for planting and cost $25 per tree.

Newt Gingrich Signs National Organization For Marriage's Anti-Gay Marriage Pledge

Shortly after signing the Family Leader's controversial "Marriage Vow" pledge, Republican presidential candidate Newt Gingrich signed another anti-gay marriage pledge, this time from the National Organization for Marriage.

Signing the pledge means Gingrich has committed to backing a U.S. constitutional amendment against same-sex marriage and defending the Defense of Marriage Act in court. If elected president, Gingrich must also appoint judges and a U.S. attorney general who "will respect the original meaning" of the U.S. Constitution's definition of marriage as between a man and a woman, according to NOM's website.

NOM's pledge has now been signed by every major Republican presidential candidate but Ron Paul. Michele Bachmann, Mitt Romney and Rick Santorum signed the pledge back in August.

Gingrich recently came under fire from his gay half-sister Candace Gingrich-Jones for his views against gay marriage. "He is definitely on the wrong side of history when it comes to those issues," Gingrich-Jones said, adding that she is endorsing Obama in the 2012 election.

Fiat heralds Naples plant as best in system (AP)

NAPLES, Italy ? Fiat and Chrysler CEO Sergio Marchionne on Wednesday heralded a modernized car plant south of Naples as the best in the Fiat-Chrysler system and an example of how Italy can emerge from the financial crisis that is threatening to engulf it.

Marchionne was applauded by about 100 workers who temporarily idled production as he strode down the pristine new manufacturing line for the presentation of the new Panda subcompact, which Fiat began producing here last month.

The Pomigliano plant is exemplary for the Italian automaker, which took over Chrysler LLC in 2009. It is the first in Italy to approve more flexible work rules ? which will be extended to the rest of Fiat's Italian plants under a new deal signed Tuesday with unions ? and was the first to get fresh investments, a total of euro800 million ($1 billion) to move production of the new Panda from Poland to Italy.

Marchionne has made future investments in Italy contingent on the new work rules that he has insisted are fundamental to creating a car company that can compete globally. He has cited Fiat's inward-looking business model as a main cause of losses in the early 2000s, before he was brought in to turn it around.

But the Italo-Canadian CEO told reporters that future investments in Italy won't be publicized until the time is right.

"All of Fiat's car plants will receive adequate investments. They won't be publicized, but they will be announced when there are the right market conditions," Marchionne said.

Marchionne in the past had pledged to invest euro20 billion ($26 billion) in Italy from 2010-2104, but he stopped referring to the figure after intense media speculation prompted Italy's stock market regulator to request elaboration.

"There is no car industry in the world that is pressed to give the level of specificity on the investments it plans, not in Germany, not in America and not in Japan. I recently closed a deal with the American union UAW, and no one asked me how many investments it would take," Marchionne said.

He presented Pomigliano as an example of "promises kept" regarding Fiat's commitment to Italy.

The euro20 billion figure to double production in Italy was proffered before the recent financial crisis took the bottom out of car sales in its main Italian market, and Fiat already has indicated some production delays. A new report by Morgan Stanley last week said it expected Fiat, excluding Chrysler, to invest less than euro15 billion in the period 2010-2014.

In a sign of Fiat's importance to the Italian economy, where it is the largest private sector employer, Marchionne gave a tour of the plant to Italy's new economic development and labor ministers, who are part of a government of technocrats charged with coming up with austerity measures and reforms to help Italy emerge from the debt crisis.

"We know that the world is watching Italy with worry, and that often it does not like what it sees," Marchionne told workers and journalists. "We know that we are facing a difficult period, but we know that what will make the country take off again is not just the work of politicians."

The philosophy prevails all around the plant, where printed banners insist: "We are what we do."

Marchionne said the 2008 crisis spurred his decision to move production of the Panda from Poland, where it has been built for seven years, back to Italy, even though he said it didn't make the most economic or industrial sense.

"We did it because, within the possible limits and without endangering the position of our company, we believe it is our duty to give precedence to the country where Fiat has its roots," Marchionne said.

The Pomigliano plant, which was idled in 2008 after years of producing Alfa Romeos, restarted production in November with a new, highly automated line dedicated to the Panda. Fiat has brought back 600 of its some 4,500 workers, but Marchionne declined to say how many would eventually be employed here.

The plant is currently producing 100 cars a day, with plans to increase that to 1,050 a day. Fiat expects to build 230,000 Pandas in 2012, in both Italy and Poland, where production will be phased out in the coming months. It will be sold in 40 countries in Europe, South America and Japan.

Fiat has sold 6.4 million Pandas since its launch in 1980, but it faces increased competition in the segment, including from Volkswagen, which this year launched the Up!, and Renault, which updated the Twingo.

The more flexible work contracts, which allow for more shifts a week and greater leeway in demanding overtime, could set a precedent in Italy, where labor agreements are generally set sector by sector, not company by company.

A couple of dozen activists from FIOM, the only union that has refused to sign on, protested outside the plant gates. Inside the workers were upbeat.

"We hope with all of our hearts that everyone will return to work," said Francesco Acunzo, who has been employed by Fiat since 2005. "If we work well, we will have a good future."

Marchionne's goal is to build a global automaker with Chrysler that by 2014 can build 6 million cars a year, the scale he says is necessary to survive in the highly competitive industry. The two car companies combined this year expect to build 4.2 million cars this year, to make it the fifth-largest automaker in the world.
